This department is responsible for the effective and efficient planning, engineering, maintenance, rehabilitation and operation of the municipal road system, parks and open space, solid waste management services, water treatment and supply, wastewater collection and treatment, stormwater management, development approvals and general engineering services.
Water and Wastewater Services
Water and Wastewater Services is responsible for the operation and maintenance of all municipal water and wastewater facilities, including water treatment plants, water distribution systems, water pumping stations, water towers, water meters, sewage treatment plants, sewage collection systems, and sewage pumping stations.
Purpose and Scope:
The Project Manager is responsible for planning, designing, tendering and contract administration of multi-disciplinary infrastructure Capital projects. Projects will include but are not limited to, treatment facilities, reservoirs, pumping systems and remote monitoring facilities. This position supervises, reviews, and directs the work of engineering consultants and engages consultants/contractors by preparing bid packages and administers the associated contracts to completion.The Project Manager is responsible for assisting the Superintendents with major facility repairs, maintenance, and system troubleshooting as requested.
This position is a contributing team member responsible for the day to day work and executing operations in line with department approved policies, plans and programs as well as efficiently meeting service standards in the delivery of municipal services.
Duties and Responsibilities:

Responsible for project management of municipal oriented engineering capital projects.

Review designs of municipal infrastructure related to development projects.
-
Provides technical troubleshooting and equipment specification recommendations for the Treatment Facility Superintendents.

Interacts with applicants and their agents on functional and detailed design development proposals, as required,
-
Responsible for the review and comments of development applications.
-
Prepare requests for proposals to retain technical consultants for special studies.
-
Procure and manage consultants and/or internally undertake Environmental Assessments and special studies.

Ensures that the project expenditures are controlled and maintained within the approved budget limitations.

Co-ordinates and provides comments on draft plan applications. Reviews and verify development designs and agreements to ensure compliance with respect to City of Quinte West policy and construction requirements as well as Provincial guidelines.

Conducts field investigations to identify and assess present and future conditions relating to development proposals.

Conducts technical problem investigations, including site inspections/assessments of changed conditions on construction projects and leads studies, analysis, surveys, research and development for effective solutions of complex engineering problems.

Review, prepare, and process payment certificates and purchase orders in relation to capital construction projects and miscellaneous invoices and recommend for approval/approves either when applicable/required.

Liaise with other City departments for applications for municipal infrastructure extensions related to the Municipal Act, the Local Improvement Act, and the Development Charges Act as it impacts development proposals.

Education/Specialized Training/Skills:
The position will require:

A minimum of a three (3) year community college diploma in Electrical or Mechanical engineering, engineering technology, or a related field, or an approved equivalent combination of education and experience.

A valid Class G Driver’s Licence and a safe driving record in good standing, satisfactory to the employer.
-
A clear understanding of the roles and responsibilities of municipal project managers, other municipal staff, elected officials, consultant project managers, and government agencies.
-
Demonstrated experience in Municipal Class Environmental Assessment (EA) projects and Master Plans.
-
Extensive municipal project management and contract administration experience in planning, coordinating, designing and constructing, complex, multidisciplinary projects in a municipal environment within the general field of water, sewer, and roads infrastructure.

Skilled in leading effective project teams and developing collaborative internal and external business relationships.

Vast knowledge of construction methods, equipment and technologies related to water and sewage facility design and construction. Including reading and interpreting site plans, engineering drawings and specifications.
