Position Summary
The Health and Safety Manager is responsible for developing, implementing, and maintaining the company's Health and Safety Management System across all construction operations. This role ensures compliance with applicable legislation, company policies, and industry best practices while promoting a strong safety culture throughout the organization. The Health and Safety Manager will play a key role in developing the systems, processes, training programs, and documentation required to achieve and maintain COR® certification and continuously improve the company's safety performance.
Key Responsibilities:
Health & Safety Program Management
- Develop, implement, and continuously improve the company's Health and Safety Management System.
- Lead the development and implementation of systems, procedures, and programs required to achieve and maintain COR® certification.
- Establish, document, and standardize safety policies, procedures, forms, inspections, audits, and training programs.
- Ensure compliance with all applicable federal, provincial, and municipal health and safety legislation and regulations.
- Monitor regulatory changes and industry best practices and update company programs as required.
Site Safety Oversight
- Conduct regular site inspections, audits, and hazard assessments to identify risks and ensure compliance with company policies and regulatory requirements.
- Work closely with project managers, site supervisors, and subcontractors to promote safe work practices and resolve safety concerns.
- Participate in pre-construction planning to identify project-specific hazards and establish mitigation measures.
- Verify that appropriate corrective actions are implemented and maintained.
- Exercise stop-work authority when unsafe conditions or activities pose an imminent risk to workers, the public, or property.
COR® Certification and Continuous Improvement
- Coordinate all activities related to achieving and maintaining COR® certification.
- Prepare for and manage internal and external COR® audits.
- Monitor compliance with COR® standards and implement corrective actions where required.
- Collaborate with management and field staff to integrate COR® requirements into daily operations and project activities.
Incident Investigation and Reporting
- Lead investigations into workplace incidents, injuries, near misses, property damage, and environmental incidents.
- Conduct root cause analyses and develop corrective and preventive action plans.
- Ensure all incidents are properly documented and reported in accordance with company and regulatory requirements.
- Analyze incident trends and recommend proactive measures to reduce risk.
Training and Education
- Develop, coordinate, and deliver health and safety orientation programs and ongoing training initiatives.
- Ensure all employees maintain required certifications, training records, and competency requirements.
- Conduct toolbox talks, safety meetings, and awareness campaigns.
- Provide coaching and guidance to supervisors and employees regarding health and safety responsibilities and expectations.
Safety Performance Monitoring and Accountability
- Organize, facilitate, and chair monthly Health and Safety performance review meetings with management and supervisory staff.
- Review safety metrics, including inspections, training compliance, incident reports, corrective actions, and other leading and lagging indicators.
- Monitor project and departmental compliance with company safety requirements and performance objectives.
- Track action items and ensure timely completion of corrective and preventive measures.
- Prepare and distribute safety performance reports, meeting minutes, and recommendations to senior management.
Compliance and Documentation
- Maintain accurate safety records, training documentation, inspection reports, audits, certifications, and regulatory filings.
- Coordinate regulatory inspections and respond to inquiries from governing authorities.
- Review and manage subcontractor safety documentation and compliance requirements.
- Ensure all required safety documentation is current and readily available.
Emergency Preparedness
- Develop and maintain emergency response plans and procedures.
- Coordinate emergency drills and evaluate effectiveness.
- Ensure first aid supplies, emergency equipment, and response resources are properly maintained and available.
Leadership and Culture
- Promote a proactive and positive safety culture throughout the organization.
- Lead or participate in Joint Health and Safety Committee (JHSC) meetings.
- Foster employee engagement in safety initiatives and continuous improvement efforts.
- Work collaboratively with management, supervisors, employees, and subcontractors to achieve company safety objectives.
Qualifications
- Post-secondary education in Occupational Health and Safety, Environmental Health, Construction Management, or a related field.
- Minimum 5 years of health and safety experience in the construction industry.
- Strong working knowledge of applicable occupational health and safety legislation.
- Experience developing and implementing health and safety management systems.
- Experience achieving or maintaining COR® certification is considered a strong asset.
- Experience conducting incident investigations and root cause analyses.
- Strong communication, leadership, organizational, and problem-solving skills.
- Proficiency in Microsoft Office and Procore is an asset.
