Environmental Officer

About the Project
The Alexandra Bridge Replacement Project is one of Canada's most significant infrastructure initiatives, replacing the existing Alexandra Bridge that has connected Ottawa, Ontario, and Gatineau, Quebec for more than 120 years. As a vital interprovincial transportation corridor within the National Capital Region, the bridge serves thousands of pedestrians, cyclists, motorists, and transit users while forming an integral part of Confederation Boulevard. Having reached the end of its service life, the existing bridge will be replaced with a modern, resilient crossing designed to meet the region's long-term transportation needs. The Alexandra Bridge Replacement Project represents a major investment in Canada's transportation infrastructure, supporting economic growth, regional connectivity, and community development while creating opportunities for skilled professionals to contribute to a landmark project that will serve Canadians for generations.
What you'll be doing
- Monitor the implementation of the project’s environmental requirements and verify compliance with environmental assessments, permits, licences, approvals, contractual commitments and applicable legislation.
- Provide senior technical advice to the Project Director and multidisciplinary project teams regarding environmental risks, compliance requirements and appropriate mitigation measures.
- Support the development, implementation and continuous improvement of the project’s Environmental Management System and associated environmental management plans.
- Conduct regular site inspections and environmental monitoring to confirm that construction activities are being completed in accordance with approved plans, procedures and regulatory requirements.
- Identify environmental risks, non-conformances and emerging issues and work with project teams to develop, document and implement corrective and preventive actions.
- Maintain environmental compliance records, inspection reports, monitoring results, permit registers, commitments logs and other documentation required for internal and external reporting.
- Coordinate environmental sampling and monitoring programs, including determining sampling locations, frequency, parameters, methods and data-quality requirements.
- Review and interpret environmental monitoring and analytical data to identify trends, unusual results, potential environmental impacts and areas requiring further investigation.
- Provide technical support for soil management, excess soil, contaminated-site assessment, material characterization, remediation and beneficial reuse activities.
- Review environmental reports, plans, technical submissions and consultant deliverables to confirm their accuracy, completeness and compliance with project and regulatory requirements.
- Support environmental incident investigations, determine contributing factors and ensure that appropriate response, reporting and corrective-action requirements are completed.
- Prepare for and participate in environmental audits and inspections, including audits related to ISO 14001 and reviews conducted by clients, regulators or other external parties.
- Liaise with government authorities, environmental consultants, contractors, Indigenous communities, stakeholders and other relevant parties regarding environmental requirements and project activities.
- Provide environmental awareness, compliance guidance and project-specific training to employees, subcontractors and construction teams as required.
- Collaborate with the Lead Sustainability Specialist and other project representatives on sustainability, climate resilience, environmental quality and performance-reporting requirements.
What are we looking for
- Bachelor’s degree in environmental engineering, environmental science, environmental planning, geography or another related discipline.
- A minimum of 10 years of environmental experience on major civil infrastructure or construction projects of similar size, scope and complexity.
- Demonstrated experience supporting environmental compliance on bridge, transportation, transit, marine or other complex infrastructure projects.
- Strong knowledge of applicable federal, provincial and municipal environmental legislation, regulations, policies and approval requirements.
- Experience interpreting and implementing environmental assessment commitments, permits, licences, approvals and construction-related environmental management plans.
- Experience developing, implementing or continuously improving Environmental Management Systems consistent with ISO 14001 requirements.
- Practical experience with environmental inspections, monitoring programs, sampling protocols, analytical data review, incident investigations and corrective-action management.
- Experience with soil management, excess soil requirements, contaminated-site assessment, remediation programs or construction-related environmental fieldwork is strongly preferred.
- Ability to prepare and review clear technical reports and communicate effectively with project leadership, contractors, consultants, regulatory authorities and other stakeholders.
- A Certified Environmental Professional designation, Professional Engineer designation, Professional Geoscientist designation, soils Qualified Person credentials or another relevant professional certification is considered an asset.
