Position Overview:
Under the general direction of the Saskatchewan and Laurie River Region Supervisor, will provide technical and lead support to the
development of various licensing and regulatory submissions as well the development and implementation of engagement and
communication initiatives with Indigenous communities and groups. The Agreements and Engagement Analyst will provide
functional support on various ongoing operational files within the Division, which are fluid to reflect current issues and priorities at
any given time, including, but not limited to, the negotiation and implementation of adverse effects and other forms of agreements.
Responsibilities:
- Perform duties to support compliance with regulatory, agreement and licence requirements.
- Prepare, review and update engagement and other technical reports for submission to regulatory agencies to meet regulatory
compliance and external engagement requirements.
- Provide ongoing support as required to the negotiation, analysis and implementation of adverse effects, process funding,
Indigenous Knowledge initiatves and other agreements with communities. Assist in the ongoing monitoring of agreement
compliance and process improvement analysis.
- Conduct research, provide guidance and support and write reports related to complex settlement agreements and
negotiations processes, mitigation programming and other policies and actions.
- Lead and/or provide leading support across Divisions and Business units in the design and implementation of
engagement/communication, environmental monitoring or Indigenous Knowledge initiatives, including external committees
with Indigenous groups and communities.
- Collaborate with and provide technical advice to other corporate groups on engagement plans.
- Develop and distribute engagement and communication materials.
- Liaise with Indigenous communities and other groups through the engagement/communication process.
- Maintain tracking systems for engagement processes and outcomes related to operational works.
- Prepare, review and edit briefing materials, reports, correspondence and other materials for internal and external audiences.
Qualifications:
- A four-year degree from a university of recognized standing in a related discipline including the Social Sciences, Indigenous
Studies, Resource Management, Environmental Studies, or related specialty with five years of related experience;
OR
- A two-year diploma in a related discipline from an institute of recognized standing with a minimum of seven years of related
experience.
- Strong analytical, written and oral communication skills are required. This position includes substantial research and writing to
support regulatory, licensing and legal processes.
- Experience working with Indigenous peoples, particularly in Manitoba, is an asset.
- Experience with engagement and communication programs, including making public presentations and responding to public
